Taxpayers are spending large amounts of money on non-violent prostitutes that are being held in jails. According to the Future of Freedom Foundation, "In Newark, New Jersey, the estimate is that close to 60 percent of all prostitutes carry the AIDS virus. Yet, in the relatively 'free market' of Nevada, where prostitution is legal, not one [as of 1989] of the state-licensed prostitutes has ever tested positive for AIDS."
It would be mandatory for prostitutes to be tested for STIs, forcing them to have safe sex so they could keep their jobs.

This is a great breakdown of the article using the Toulmin system. The qualifier you found ("if it is regulated") is an especially good example, since it is usually hard to find such a clear use of a qualifier.
ReplyDeleteIf the data is that illegal prositution causes overpopulated jails and the spread of disease, then the warrant is probably something like: we shouldn't support laws that cause bigger problems than they solve.
